GCN+ is undoubtedly the best option for the North American and English speaking audiences. The value is incredible in our opinion. All the races live for basically $80 a year. Did we mention they have replays and also some decent cycling films (Cornering Masterclass is a favourite of ours)? There's almost always something available if you're on the trainer or turbo a bunch.
EuroSport is a great option for European viewers as it offers more than just cycling. You can gain access either through your EuroSport TV account of through your streaming account
VPN
We use NordVPN to get past the geo restrictions on GCN+ (they're only allowed to offer certain races in certain countries). Using United Kingdom as the connect location generally works for almost all races.

Past Races
Along with GCN+ offering replays of most past races, there's also CyclingTorrents.nl - a very old, but very trusted site that offers peer to peer downloads for major races and interviews
Tiz Cycling on some extremely sketchy Russian video site also seems to have an impressive back catalogue of races.
A classic is Stage 4 of the Tour de Romandie where Geraint Thomas falls off his bike right at the end due to frozen hands and Canadian Mike Woods wins it and vaults into the GC lead due to time bonuses
Effort
Putting a little bit of effort to learn key riders and teams makes watching cycling so much more interesting in our opinion. The same goes across the spectrum of sports, but we feel it's more the case for cycling where the races and grand tours are more like chess matches than, say, a football match.
Not only that, but it will open up your options drastically on who you can feel comfortable to bet on. The best bets we've made have been on riders we knew had a chance from research, and were given long odds because they were still new to the professional cycling field.
